On November 24, 1998, Ombudsman Betty Hable wrote a letter acknowledging the letter of complaint written against both CPS Investigator Phillip R. Alvarez and Supervisor Meredith L. Wunderlich. On December 4, 1998, Ombudsman Betty Hable wrote a letter responding the letter of complaint written against both CPS Investigator Phillip R. Alvarez and Supervisor Meredith L. Wunderlich. With her letter dated December 4, 1998, Ombudsman Betty Hable provided a copy of a letter from CPS Investigator Phillip R. Alvarez dated October 30, 1998. and Supervisor Meredith L. Wunderlich. The latter letter was eiher originally unlawfully withheld from the addressee to prevent the addressee from timely filing an appear or it was created after the fact by Phillip R. Alvarez prior to his resignation.
